AI Baskets - rebalance after 366 days

taxes are a complex topic especially in germany

Add an option where AI Basket is only rebalancing IF 366 days have passed since the last tranche was bought, so effectively after 1 year.

Current tax rules in germany do only apply to gains if the coin is traded within a year, therefore eliminating taxes if the coin is hold for over a year.

This solution is specific to the german market - not sure how other markets handle taxes.
