Partial TP not working

I saw this trade and it was running at $20 first time i saw it.. then after rechecking at a later it.. it closed at $2+ & $4+ without reaching TP 1 yet..

it seems that the partial take profit isnt working and is closing prematurely..

In addition to, i have set up gus x 2. Meaning i got

gus x 1 open lot

Gus x 2 open lots

But its not opening a total of 3 trades.
